Geographic Resources Analysis Support System (GRASS) is a free & open-source (FOSS) GIS system.
It is being localised in various languages. There is a project in Ethiopia to translate GRASS in Amharic and the GRASS proponents are also interested in facilitating localisation in Swahili.
